In many countries boundary relevant surveys are still so substantially looked at as part of property safeguarding, that these assignments are only fulfilled by the government. On the other hand these assignments are subject to strong economic fluctuations. This means that often state organizations can only badly adjust to these developments due to staff structure. The publicly appointed surveyor is a model with which both sides can be taken into consideration. The publicly appointed surveyor, his legal status (his appearance not instead of the state but as the state) and his field of activity will be specified. The definition under Art. 45 European Law will be explained.
