The role of user organizations in the implementation of national spatial data infrastructure

The National Spatial Data Infrastructure (NSDI) and Spatial Data Infrastructures of user organizations (OSDI) are mutually dependent. The impact of GIS maturity of individual user organizations on the success of NSDI implementation is significant. Only when the GIS maturity of user organizations is at a high level they can direct needs to NSDI development and the benefits of the NSDI can come true in a full extent. To grow the GIS maturity to a level where user organizations can contribute to the NSDI development, we propose a system intelligence approach. We present a functional model in which competence management and internal communication are fundamental themes. These provide means to increase awareness of spatial information benefits and support development of the OSDI.
