Understanding the ‘people issues’ of organisationally modernising a land registration system

Every ‘organisation’ is, or should be, in a constant state of modernization, adapting to changes in the world around. Sometimes this change is very gradual, while at others the very nature of an institution will be subject to review and complete overhaul. The purpose of this paper is to describe a model for the development of a Human Resources (HR) Strategy that helps us define, understand and manage the ‘people issues’ in such major change programmes. The paper will then describe the application of this model in one such major change episode – the current organizational modernisation programme being implemented in the Greek Land Registration System. Finally, from this experience the lessons have been distilled that may be learned for potential application in other countries and other Land Registration scenarios.
