Using ICTs enable better land administration : BHOOMI system of Karnataka, India as case for the study

Usage of ICTs to build e-Governance systems will go long way in bringing transparency and thereby reducing corruption and improving quality of land records. BHOOMI system of Karnataka is an excellent example of sustainable and successful e-Governance project. BHOOMI has digitized 20 million land records pertaining to thirty thousand villages of Karnataka. Electronic system has been put in place since 2000 to effect changes in records of rights triggering due to various activities or transactions. Electronic integration of BHOOMI with different stakeholders like Registration, Land Acquisition and Financial institutions has removed human discretion in the system and brought automation in mutation process. Electronic integration with stakeholders has resulted in significant reduction in total cycle time of mutation process and pendency. Main reason for reduction in cycle time is attributed to removal of mutation related data entry work which was taking lot time due to volume of transactions, reduction in number of node / decision points in the workflow due to automation of the activities and pace with which data is being exchanged. Major success and sustainability of BHOOMI has been its adherence to basic pillars of e-Governance system viz., Impact of leadership / vision, Change Management & process re-engineering, User friendliness brought in by electronic Integration/Collaboration and proper selection of Technology and infrastructure.
