Using land registration as a tool to generate municipal revenue : lessons from Bogota

In recent years, empirical evidence has shown that in developing countries the property tax cannot fulfill its potential as an equitable source of revenue for local governments. Analysts blame institutional weakness and difficulties to revalue properties for this failure. In Bogota property tax accounts for 40% of local revenue and in the past two years the cityys Cadastre managed to successfully revalue all its urban properties. In this paper some of the keys behind this success and the difficulties the Cadastre of Bogota faces are studied and the reforms being implemented to strengthen this agency are described.
