Secure land access and tenure will make a major contribution to householdss wealth, economic opportunities, and social status and their incentives to utilize land in the most productive and sustainable manner. Throughout the world, there are many opportunities to improve tenure security through legal change, systematic certification, and establishment of transparent, accountable, and cost-effective land administration institutions. Land markets, mostly for rental, which have long played an important role to improve productivity and facilitate land access for landless and land-poor producers, are assuming an important additional function in the context of population transitions out of agriculture. At the same time, land markets are not a panacea to deal with the structural inequalities of countries with a highly dualistic land ownership structure that can only be addressed by complementing decentralized transfers with well-designed programs to transfer assets to the poor. A well-functioning land administration system creates many positive spillovers beyond the agricultural sector by facilitating the evolution of a financial system, allow transparent land use planning, helping to reduce corruption, and providing a source of revenue for local government.
